I applied my promo code and my order is over $70 before taxes. Is it normal that I still have to pay for shipping?

No, this should not happen. The free shipping threshold is measured on your cart total before the promo code is applied. In other words: if your cart reaches $70 before taxes, shipping stays free even if a coupon then brings the total below that threshold. A discount never costs you free shipping.

Below $70 before taxes, a single shipping fee of $11.99 applies, whatever the number of items. The amount still needed to qualify for free shipping is shown on the checkout page, to the right of the order total.
